Medvedev beat Matteo Berrettini in two sets, while Andrey Rublev beat Fabio Fognini in two.
Evgeny Donskoy and Aslan Karatsev no longer needed to play Simone Bolelli and Andrea Vavassori as two singles victories secured them the title.
This is the second ATP Cup. Last year the tournament was won by Serbia.
